WysLog - Syslog for Windows

WysLog is a Syslog server implementation for Windows systems. It is a packaging of syslogd, Cygwin and a collection of related tools to make it as a standalone syslog solution for Windows systems.

The syslogd is a system service that provides error logging facility. Cygwin is a Linux-like environment for Windows. It consists of a DLL (cygwin1.dll), which emulates substantial Linux API functionality, and a collection of tools.
