Problem with cygwin-rsyncd-2.6.2_0.zip

Hello,Forgive me i'm not good in English. I'm installing BackupPC-2.1.1 on Fedora Core 3. I want to use rsyncd as xfer method. So i use cygwin-rsyncd-2.6.2 on windows xp professional host(192.168.10.10). It doesn't work. I see this in log file:
CheckHostAlive:returning 0.281
Backup failed to connect to 192.168.10.10: Backup aborted(inet connect:connexion refusée).
So i tried from linux server(192.168.10.5) this command (for user luka):
rsync -av luka@192.168.10.10::cdrive
and received:
rsync:failed to connect to 192.168.10.10:connection refused(111)
rsync error:error in socket IO(code 10)at clientserver.c(94)
The rsync's version on 192.168.10.5 is 2.6.3
