I installed cwRsync_Server 2.0.2 around 8/3/05 on a Windows NT system, and yesterday after a reboot, the rsync service failed to start. Looking into it, it was reporting a login failure. Checking the security log showed: Logon Failure: Reason: The specified account's password has expired User Name: SvcwRsync
From this I'd conclude that cwRsync_Server's installer doesn't set the attribute to prevent the password from expiring (which obviously is desirable for a non-interactive account). I assume that's something that could be set.
I believe this NT system is using a default user policy, so this bug is likely to be encountered by most users. I don't know if it also applies to newer versions of Windows.
The problem is fairly easy to manually work around, once you know the cause. It simply requires editing the user account and checking the "Password never expires" option.
